Summary
The MPS environmental programme began in 1991 through a commitment in the MPS Corporate Strategy to develop an Environmental Strategy for purchasing and provisioning. The first Environmental Strategy was published in 1993. The Environmental Strategy for 2000/05 is due to come to a close and therefore it is necessary to develop a new strategy for the next five years. The strategy has been developed based on intensive consultation through a series of workshops and interviews with key MPS/MPA employees and the GLA Environment Team. In addition, a previous draft of the Environmental Strategy has been submitted to Finance Committee as part of the preparation of an Environmental Budget for the GLA. Consultation and endorsement of senior members of MPS staff and Environment Panel members has been obtained for each strategic objective to produce a final draft of the Strategy.
The Environmental Strategy is a strategy for the Metropolitan Police Service to be supported and monitored by the MPA. It is intended that a separate MPA Environmental Policy be developed which commits to supporting and monitoring the strategy.
A. Recommendation
That members are asked to approve the publication of the attached 2005-2010 Environmental Strategy at Appendix 1.
B. Supporting information
1. Changes to the previous draft of the Strategy (as submitted to Finance Committee on 11 October 2004) are as follows:
- Ownership by MPS employees for each strategic objective has been obtained.
- A foreword by the Environmental Champion has been included.
- An additional section (3.2) on management and reporting has been added.
- Minor changes to wording as a result of feedback and review by the GLA, the Environment Panel and objective owners.
2. The final Environmental Strategy will be submitted to design studio in December 2004 for publication by January 2005. Document design will reflect MPS corporate documents and best practice in environmental reporting.
3. Achievement of the strategic objectives will be achieved through the development of an Environmental Management Programme to include targets, responsibilities and performance indicators in consultation with designated objective and target owners. This process is being co-ordinated by the Environment Manager and is already underway.
4. The Environmental Management Programme will be published annually prior to the start of the (target) financial year.
5. Progress against strategic objectives and targets will be monitored by the MPS Environmental Panel and published annually in the Environmental Progress Report. It is intended that an MPA representative will attend the annual strategic objective review.
C. Race and equality impact
There are not considered to be any race or equality issues associated with this report. However, equality impact assessments will be completed prior to the implementation of individual projects and initiatives as required.
D. Financial implications
1. There are no financial implications associated with this report that are not included within existing Business Unit budgets. However, the setting of targets and successful implementation of this strategy is dependent on sufficient resources being made available for its achievement. Work to develop a budget for the environment and seek additional funding will occur under objectives G1 and G2.
E. Legal implications
There are not considered to be any legal implications associated with this report other than the benefit of the Environmental Strategy in providing the mechanisms to identify and address current and emerging environmental legal obligations and requirements both from the UK and EU.
