Approval to award the Facilities Management Service (FMS) contracts

Summary

This report describes the formal tendering exercise undertaken to select contractors to deliver the Facilities Management Service (FMS) contracts and seeks Finance Committee approval to award contracts to the two leading tenderers. The report also outlines the costs and benefits of the new service.

A. Recommendations

Members are asked to:

  1. note the outcomes and recommendations of the FMS evaluation;
  2. approve the recommendation for the award of the FMS contracts (one North and one South) to the leading tenderers, for a period of seven years from April 2007 with possible extension on a yearly basis up to a maximum of ten years in total dependent upon performance;and
  3. approve that delegated authority be given to the Director of Property Services (acting with the agreement of the MPA Chief Executive and Clerk) in respect of the proposed minor additions to the contract outlined in paragrapy 23 of the linked exempt report.

B. Supporting information

1. This report refers to the contract award for the Facilities Management Service (FMS) contracts (one North and one South). The FMS contracts comprise the delivery of the following services:

  • Building Engineering Services
  • Building Fabric Maintenance
  • Cleaning and Laundry Services
  • Waste Management
  • Security Services
  • Pest Control Services
  • Grounds Maintenance
  • Reception and Porters
  • Warden Services
  • Structured Cabling
  • Operational Support Activities

2. The FMS contracts support the estate strategy “Building Towards the Safest City” and will significantly improve the prioritisation of FM Services to meet the demands of the asset plans and changing police priorities. The FMS contracts will ensure value for money and resilience across a wide range of FM services; and also provides for an increased focus on service performance, flexibility and property compliance. The FMS contracts provide increased environmental standards in compliance with new GLA requirements.

C. Legal implications
