Progress on personnel related HMIC recommendations

Summary

This report provides a status update on personnel related recommendations contained in HMIC reports published in the last two years of relevance to the MPS, including those from the 'Policing London: Winning Consent' report.

A. Supporting information

1. The attached Appendices A to D cover personnel related recommendations from the following HMIC reports, published over the last two years: Appendix A - National Thematic: Police Integrity Appendix B - MPS Specialist Operations Appendix C - MPS Community Safety & Partnership Appendix D - Policing London: Winning Consent.

2. These updates correspond to the complete HMIC update report submitted to the Finance, Planning and Best Value Committee.

3. A further national thematic report - Managing Learning - has been published. However, this inspection has been superseded by a number of other reports and Ministerial papers. The current situation is complex and a detailed report is being prepared for the next Committee meeting.

Police integrity

4. The report of the national thematic inspection was published in June 1999. An updated status report on personnel related recommendations is at Appendix A.

MPS specialist operations

5. This report, published in February 1999, covered the second phase of HMIC's inspection of SO Department, the first phase having been conducted in 1996. An updated status report on personnel related recommendations is at Appendix B.

6. Recommendation 6 relating to additional support for occupational health advisors has been completed.

MPS Community Safety and Partnerships

7. This report was published in February 1999. An updated status report on personnel related recommendations is at Appendix C.

MPS 'Policing London: Winning Consent'

8. In February 1999 the Home Secretary directed HMIC to conduct this inspection as a direct result of Recommendation 4 of the Macpherson report into matters arising from the death of Stephen Lawrence. HMIC's report was published in January 2000 and comprised two parts: Part I - Community and Race Relations (Recommendations 1 - 29) and Part II - Murder Investigation (Recommendations 30 - 41 plus Comments). Substantial progress on many of the issues raised had already been made prior to publication of the HMIC report.

9. An updated status report on the personnel related recommendations is at Appendix D. Items of particular note are:

  • Rec 2: internal consultation enhanced to include support for and advice from minority ethnic and lesbian and gay staff - on-going
  • Rec 14: evaluation conducted into Community Race Relations (CRR) training - on-going
  • Rec 15: CRR training programme has been reviewed - completed
  • Rec 16: training needs analysis for the CRR training conducted - completed
  • Rec 17: 'roll-out' of CRR training reviewed and additional training officers to be provided: this training now to be completed by the end of 2002
  • Rec 18: CRR training courses have been reviewed to ensure common minimum standards - completed
  • Rec 21: recruitment information packs supplied to front counters in all MPS stations - completed.

New HMIC reports

10. Three new thematic reports have been published recently by HMIC and will be reported on in due course: * Calling Time on Crime (crime and disorder) * On the Record (crime recording, PNC and PHOENIX) * Under the Microscope (scientific and technical support).

B. Recommendations

  1. That the Committee note and consider the progress reports.
  2. To confirm that a report on the 'Managing Training' HMIC report be presented to the next Committee meeting.

C. Financial implications

There are no financial implications arising directly from this report.

D. Review arrangements

Updated progress report will be provided to each Committee meeting. Composite progress reports on HMIC recommendations are also presented to the Finance, Planning and Best Value Committee.
