Summary

Approval has been given to recruit 4 Commanders and 1 Assistant Commissioner to fill existing and expected vacancies within the Metropolitan Police. This paper updates members on the exercises and is for noting.

A. Supporting information

1. Approval for the recruitment of 4 Commanders was given by the Human Resources Committee on 21 July. Approval for the recruitment of an Assistant Commissioner was given by Richard Barnes as Acting Chair of the Authority in accordance with procedural standing order 11: Urgent business. This was reported by the Clerk to the next meeting of the full Authority.

2. The Home Office, in circular 52/96, emphasises the importance of training for Police Authority Members taking part in the recruitment process for ACPO officers. Accordingly, a Chief Officer Selection Workshop was arranged with the assistance of OPM consultants and the APA, and this took place on 7 September. The workshop included an optional afternoon session featuring mock interviews. MPA Members attending the workshop were, Toby Harris, Rachel Whittaker, Cindy Butts, Nicholas Long, Cecile Lothian, Angela Slaven, Tony Arbour and Elizabeth Howlett.

3. The timetables for the recruitment processes are attached at Appendix A (Commanders) and B (Assistant Commissioner).

4. Dates of the paper sift and interviews for the Commander recruitments are:

  • Paper sift 10 October 2000 9.30am - 11.30am
  • Interviews 2 November 2000 All day

5. Dates for the paper sift and interviews for the Assistant Commissioner recruitment are:

  • Paper Sift 16 October 2000 3.30pm onwards
  • Interviews 9 November 2000 pm

6. The panel for both processes will consist of Toby Harris, Rachel Whittaker, Cindy Butts and Elizabeth Howlett, subject to their availability. Another MPA Member has yet to be appointed for one or both of the Assistant Commissioner and Commander panels. The Commissioner will also be present, as will a representative from HMIC. Keith Povey will attend for the Assistant Commissioner panel. The HMIC representative for the Commander panel is still to be announced. The Commissioner may be invited to ask questions of candidates at the end of the interview.
