Summary

The Human Resources Committee meeting on 21 September asked for a draft equal opportunities statement to be prepared for the next meeting. A draft is attached for consideration.

A. Supporting information

1. The Commission for Racial Equality (CRE) and Equal Opportunities Commission (EOC) both provide templates for an equal opportunity statement. In broad terms, since neither template is identical, the common features are:

  • A statement of the organisation’s commitment to equal opportunities
  • The name(s) of the officer(s) responsible for the policy
  • An obligation upon employees to respect and act in accordance with the policy
  • A commitment to remove barriers to equal opportunity
  • Procedures for dealing with complaints of discrimination
  • Details of monitoring and review procedures

2. The draft of a possible equal opportunities statement for the MPA, incorporating all of the above features is at Appendix 1. It seeks to strike a balance between a comprehensive statement which covers, for example, the legislative framework and definitions, the roles and responsibilities of managers and staff, the training and other procedures to which staff may have access and formal consultative structures, and a simple statement of intent. Members may wish to comment on whether more or less detail is required.

B. Recommendations

  1. That the Human Resources Committee consider and adopt an equal opportunities policy for the MPA along the lines of the draft at Appendix 1, subject to any adjustments agreed.

C. Financial implications

The draft statement at Appendix 1 gives rise to no additional financial implications.

D. Review arrangements

The equal opportunities statement will be a ‘living’ policy, subject to regular review and amendment as necessary.
