Review of MPA Secretariat senior staff structure

Summary

The Chair of the MPA commissioned a review of the MPA senior staff structure in the light of experience gained since the introduction of the new police authority in July 2000. It was agreed the report would initially come to the Human Resources Committee and will be referred to other appropriate Committees. This paper reports progress so far. The review report has not yet been received.

A. Recommendations

That 

  1. Members note the contents of this report; and
  2. Members receive a report on the quality assurance review at the earliest opportunity.

B. Supporting information

1. Following the Deputy Clerk selection process there was recognition that the senior staffing structure for the secretariat, which had been formulated in the months leading up to the creation of the MPA may not be appropriate. The Chair and the two Deputy Chairs of the Authority agreed an independent review be carried out.

2. Hugh Jones-Owen (Chief Executive, Modern Local Government) was commissioned to carry out the review and interviewed a number of MPA members and officers. He was due to report to the Chair of the Authority in October.

C. Financial implications

The cost of the review will be approximately £8k.
