Summary
This report follows up the initial report on this subject discussed at the meeting on 5 December. It describes progress in the development of the Human Resource plan for 2003/04 in line with the new requirements set out in the Police Reform Act 2002 and Home Office Circular 18/2002, and taking account of the framework for police authority oversight of police HR plans published by the Association of Police Authorities.
As agreed previously, the content of the HR plan has been developed alongside and is congruent with the policing priorities and objectives to be included in the 2003/04 Policing and Performance Plan for the MPS.
Since the last meeting, the main HR objectives have been drafted and are presented for comment. Supporting measurements and targets are being developed.
A. Recommendation
- to note and comment on the emerging objectives and priorities of the Human Resource plan for 2003/04; and
- to note the continuing work on the key data.
B. Supporting information
1. The Human Resources Committee meeting on 5 December 2002 agreed that the detailed content of the plan, especially the priorities and objectives, be developed alongside and be congruent with the policing priorities and objectives to be included in the 2003/04 Policing and Performance Plan for the MPS. It was also confirmed that the format of the Human Resource (HR) plan, whilst taking full account of the framework published by the Association of Police Authorities, will be structured to best meet and support the particular needs of the MPS.
2. Since the last meeting, high-level HR objectives have been developed both to directly support the principle Policing Plan corporate objectives and to deliver the main HR priorities. These are set out in Appendix 1 together with underpinning activities. Appropriate measurements and targets are now being developed.
3. The Full Authority are due to discuss the emerging Policing and Performance Plan for 2003/04 at the meeting on 30 January. Any changes to the supporting HR objectives will be reported at the HR Committee meeting.
Key data
4. A description of the key data to be included in the plan as set out in the APA framework is provided at Appendix 2. It was recognised at the last meeting that not all the data was currently available or in the suggested format. Work is currently taking place between MPA and MPS officers on this aspect and will be further reported to Members in due course.
C. Equality and diversity implications
The advancement of equality and diversity is a priority area for action and is reflected in the HR plan for 2003/04 (Appendix 1) as a specific objective in support of the Policing Plan Priority for Excellence “To expand our approach to include all aspects of diversity”. This is underpinned by key activities covering recruitment, development, retention, partnership activity, monitoring and policy.
D. Financial implications
It is intended that delivery of the business and performance plan will be achieved within the budgetary allocation to Human Resources Directorate for 2003/04 (currently awaited). Any significant additional costs will be the subject of separate submissions.
