Summary

This report gives a summary of MPS performance against policing plan objectives for 2002/03.

Members are asked to note the report.

B. Supporting information

1. The Corporate Performance Meeting (CPM) considered the March performance report on 23 April 2003. A summary of this meeting’s discussion is included in the Performance Exception Report (PER) which will now be provided to each Plannig, Performance and Review Committee (PPRC) meeting.

2. The report gives brief commentary on all priorities. Appendix 1 gives a list of policing plan performance indicators, and other high profile performance measures.

3. The March meeting of the Performance Review Committee (PRC) was the first to receive a PER, and there was some discussion regarding the interactions between CPM and PRC.

4. The March PER requested that information regarding the length of time between application and job offer, and also the reducing trend in gun crime, were provided to PRC. Initiatives to reduce the time to job offer were detailed to PRC, and the impact of this work is evident in the March report. The reducing gun crime levels were attributed to Operation Trident, armed robbery initiatives, and other targeted operations. PRC commissioned research into the links between youth crime reduction and operations.

5. March PRC also discussed the reporting of borough performance to the MPA, and the results of these discussions are outlined in a separate paper to PPRC. An information report regarding the 2001 census data was provided.

6. PRC now includes standing agenda items covering quality, and national developments relevant to performance and planning. Arrangements for MPS involvement in the development of the Policing Performance Assessment Framework were discussed. The way in which PRC will consider quality requires development, and a discussion paper to a later meeting was requested.

7. A full report of 2002/03 performance, with more detailed commentary regarding trends and additional year-end figures, will be provided to June PRC and made available to the MPA as requested.

D. Equality and diversity implications

It is intended that the more robust performance regime introduced will, among other benefits, improve the identification of any disproportionalities among headline performance figures and verification of remedial action.
