Summary

This report gives a summary of MPS performance against policing plan objectives for 2002/03.

A. Recommendations

That the Committee notes the report.

B. Supporting information

1. The attached report (Appendix 1) gives a commentary on all 2002-3 priorities and details key activities which impacted on performance over the year. The year-end performance figures are summarised in the table on the last two pages.

2. Arguably, the four highest profile performance targets for the MPS last year were the targets for the levels of street crime, burglary, autocrime and gun related violent crime; all four of these targets were met. Judicial disposal targets were also set for street crime, burglary and autocrime; of these the burglary JD target was met, and the street crime JD rate improved from 8% to 8.6% but failed to reach the 10% target.

3. Another high priority target was to recruit an additional 3,489 police officers, and this was exceeded by 50 officers. Whilst not a policing plan target, the successful recruitment of police and community safety officers is also reported.

4. Other targets met included those to prevent terrorist attacks; introduce officers in schools and reduce youth crime; to improve rape and hate crime investigation (judicial disposal rates); to increase the number of referrals of arrestees to drug testing; to answer 999 calls within 15 seconds and to reduce the number of road traffic collisions involving death or serious injury.

5. Targets not met were those for sickness levels; satisfaction of crime victims with the service received; perceptions of Londoners of fear of crime and patrol levels; initial scene management of terrorist scenes; response times to urgent incidents; and recruitment targets for female and visible ethnic minority police officers.
