Summary

This report gives an update on the implementation of the MPS Drugs Strategy 2003-2006, focussing on the Drugs Action Plan. It is a follow-up to the report submitted in May 2003.

The action plan in support of the MPS Drugs strategy is progressing with most work areas underway or complete. A review of progress and relevance with strand leaders is underway. Some milestones have been adjusted to reflect work in progress.

A. Recommendation

That the report be noted.

B. Supporting information

1. Progress towards delivering the Drugs Action Plan, since the last report in May 2003, is shown at Appendix 1.

2. The Drugs Strategy was launched in November 2002. A supporting action plan (Appendix 2) was introduced. The action plan contains key activities with nominated lead ACPO or OCU Commanders that have responsibility for delivering the specific activity within their command. Colour codes have been used to indicate progress.

3. Performance indicators, taking account of Home Office PPAF indicators are being designed to support the key measures of success of the strategy. During ‘Year 1’ ending January 2004, base line data will be collected in support of setting future targets.

4. A pan London tactical crack action plan has been produced by the Drugs Directorate to provide OCU Commanders with a best practice ‘menu of options’ for operational activity, particularly in high crack areas (Appendix 4).

There are no equality or diversity implications.

D. Financial implications

1. There financial implications for the implementation of the Drugs action plan were absorbed into priority setting within each budget holders accounts in the relevant command.

2. The financial implications of the Home Office initiatives announced since the launch of the Drugs Strategy are discussed in Appendix 3.
