Summary
The report gives a summary of the public and internal consultation processes which are used to inform the 2004/05 priorities and sets out the next steps in the planning cycle.
A. Recommendations
That:
- the methodologies employed for public and internal consultation and how these are incorporated into the planning process be noted; and
- the dates and times of the planning workshops to be held in October be noted.
B. Supporting information
Consultation
1. As part of this year’s public consultation process the MPA and MPS invited more than 800 community and local government organisations in London to participate in identifying the policing priorities for 2004/05. The consultation was conducted online using an interactive methodology and generated 111 responses.
2. The results from this process were reported to the Planning Panel on 11 September and will be used to inform the discussions at the Commissioner’s planning conference, alongside the
results from the internal staff consultation process and the outcomes from the 2002/03 Public Attitude Survey.
Commissioner’s conference.
3. The broad aims of the conference this year are to agree a proposed set of priorities for 2004/05 using the results of consultation and, for the first time, informed by the Corporate Strategic Assessment (CSA); and to examine how performance can be maintained while the MPS implements a number of major business change programmes.
4. A number of MPA members and officers will be participating at the conference which has a very interactive format. Some of the key messages emerging from the event will form part of a later paper which will be circulated prior to this PPRC meeting.
Planning workshops
5. Following the conference the MPS has scheduled a number of workshops. These are designed to establish what should be the key activities and measures that underpin the agreed priorities, and will help to ensure that they are delivered. It will not be possible until after the conference to be specific about the theme of each workshop but members are invited to attend to assist the debates. The workshops will take place at 9.30am on the following dates;

- Tuesday 7 October 2003
- Thursday 9 October 2003
- Friday 10 October 2003
- Monday 13 October 2003
- Friday 17 October 2003
Next steps
6. The timing of this paper does not allow the reporting of issues covered at the Commissioner’s planning conference. As a result a later paper will be circulated to members with the key messages, as outlined in paragraph 4 above.
7. Planning Panel will consider the outcomes of the planning workshops on 20 October and an update paper on the planning process will go before the full Authority on 30 October 2003.

There are particular equality and diversity issues surrounding the consultation processes described in this report. These have been discussed at the Consultation Committee.
