Summary

This report updates the MPS action plan previously submitted in May 2003 responding to the District Audit report and recommendations on the 2002/03 Policing and Performance Plan. It provides the basis for the MPA to make a comprehensive and closing response to the audit report.

A. Recommendations

That members agree that the contents of the MPS action plan provide the basis for the Authority to make a formal response to the District Audit report.

B. Supporting information

Background

1. District Audit issued their statutory report in December 2002 on the Authority’s 2002/03 Policing and Performance Plan. The MPS compiled an action plan to address the nine recommendations contained in the report, which was considered by members at the May meeting of the Planning Performance and Review Committee.

2. At Appendix 1 is a copy of the updated action plan. Two of the recommendations, relating to the selection of best value/service improvement reviews and the monitoring of implementation plans from internal and external review activities to maximise improvement opportunities, were complete at the time of the previous submission. The action plan describes updated activities on the remaining seven recommendations, many of which will be ongoing for some time.

3. In particular, on recommendation 2 in relation to allocating resources to objectives, the MPS has set out the move towards improved business planning and the anticipated longer term benefits of this approach. The 2004/05 policing and performance plan is likely to incorporate a more inclusive representation of MPS activities and a hierarchical set of objectives. In future years this process will drive the corporate resource allocation process and will link budgets and costs to targets and performance management.

Continuous improvement

4. The updated action plan provides the Authority with a comprehensive response to the District Audit recommendations on the 2002/03 policing and performance plan. However, the MPS and the Authority are committed to integrating best value principles into day to day processes to ensure that managers are adopting an effective approach to continuous improvement. The service improvement programme is changing emphasis towards reviews that have a narrower definition and potentially much shorter timescales for completion.
