Summary

This report provides:

  • A follow up on the report presented to the Planning Performance and Review Committee (PPRC) on 11 December 2003 that outlined the process being used and progress made in respect of each recommendation from the managing demand best value review.
  • Gives an update on how the recommendations agreed by PPRC are being incorporated into C3i.
  • Identifies any barriers to the implementation of the recommendations.

A. Recommendations

That the progress made with the Demand Management Best Value Review (DMBVR) recommendations and their link to other MPS programmes be noted.

B. Supporting information

1. Specific progress has been made on a limited number of the DMBVR recommendations since the PPRC meeting on 11 December 2003.

2. With regards to recommendation 8 (Improving the quality of front line leadership and supervision) a project plan is being developed. Linking in the C3I programme and Integrated Borough Operations it is anticipated that MPS Standards of Supervision will be produced by March 2004.

3. It has been agreed within the MPS that the proposed new call grading policy (recommendation 10) should not be delivered on 1 April 2004. The reason is to ensure the maximum risk mitigation opportunities that an organisation can offer itself during the long transition into the Metcall service.

4. Further analysis is being carried out to identify the best opportunity of introducing a new call grading policy.

5. However, the core objective to introduce performance measurements that show the average time taken to attend incidents will be progressed. The new performance management proposals are intended to reduce the number of calls requiring an immediate response closer to the national average, number of police collisions and peoples fear of crime caused by the sight and sound of police units attending emergency calls. The objective is to introduce performance measurements that focus on total performance rather than pass and fail targets.

6. Recommendation 12 that selected probationers be allowed to undertake public order training was placed before the December Public Order Strategic Committee. A request was made for additional consultation to ensure the delivered maximum benefits.

7. A formal project plan to deliver the Demand Management Best Value Review (DMBVR) recommendations has been produced. It is constantly being updated and developed.

8. A project board has been convened to manage the delivery of the recommendations that is Chaired by Commander Broadhurst. Members of the committee represent a cross section of the Metropolitan Police to ensure maximum benefits.

9. Commander Broadhurst is also the Metropolitan Police (MPS) C3i Senior User and a member of the MPS C3i Strategy Board.

10. Chief Superintendent Goulding has incorporated the DMBVR project plan into the Modernising Operations Programme on which he leads. Mr Goulding is both a member of the DMBVR Project Board and the C3i Programme Deliver Team.

11. Superintendent Brown is the team leader for the Modernising Operations programme and is also a member of the C3i Release Board.

12. The roles and responsibilities of Commander Broadhurst, Chief Superintendent Goulding and Superintendent Brown ensure clear lines of communication between the DMBVR implementation team, Modernising Operations and C3i programmes. All three of these projects are striving to deliver co-ordinated objectives that maximise benefits for London. They seek to achieve the MPS vision of a policing philosophy that is about getting it right first time.

13. The barriers to delivering recommendations as per the original implementation timescales are the imminent roll out of Metcall, introduction of Integrated Borough Operations and incorporating appropriate recommendations into other business groups project plans.

14. To conclude Her Majesty’s Inspectorate of Constabularies has announced it will be commencing its inspection of the MPS Demand Management Best Value Review on 26 January 2004.

C. Equality and diversity implications

All equality implications were fully evidenced within the Demand Management Best Value Review final report. No new issues with regards to equality have been identified since the implementation team was formed.

D. Financial implications

All financial implications are evidence within both the Demand Management Best Value Review final report and update project plan that was provided to the PPRC meeting on 11 December 2003. There have been no amendments to those figures.
