Summary

The report is a summary of Specialist Crime Directorate’s performance against their key objectives from April to December 2003.

A. Recommendations

That the report be noted.

B. Supporting information

1. The report provides management information on Specialist Crime Directorate performance against its objectives for the period April to December 2003 inclusive and is given at Appendix 1.

2. The report gives brief commentary on performance against the Directorate’s key objectives and core performance indicators. It comments on the performance data provided and any difficulties in achieving the agreed targets.

3. A summary of the key points for members are as follows:

  • Year to date there is a 9% reduction in violent firearms offences. There were 295 fewer offences when compared with the same period last financial year.
  • Within the violent firearms offences category the highest reduction occurs in commercial robbery. There have been 164 fewer offences year-to-date.
  • There is a slight increase in the number of Trident related shootings, rising from 134 last year to 136 offences this reporting period.
  • There have been 54 operations targeted at disrupting organised trafficking offences
  • Forensic Services are meeting all targets for crime scene attendance by Crime Scene Examiners and Photographers at homicides and terrorist incidents
  • The homicide clear-up rate is at 98%. There have been 165 homicides with 162 cleared-up.
  • There have been 10 homicides successfully investigated by Trident officers year-to-date offering a 111% detection rate.
  • There are ongoing technical problems with collecting data to effectively monitor the Child Protection measures

4. Work is proceeding to ensure that the report produced is adapted for the new financial year. It will then reflect the measures and targets that are agreed in the Corporate Plan where the Directorate is leading. These are likely to be supplemented by those measures featured as part of our key Directorate objectives.

C. Equality and diversity implications

There are no explicit equalities items addressed. The activities that form this report and the data content are arrived at with a regard to delivering Specialist Crime policing services to an equal standard for all Londoners. The performance report should fully comply with equal opportunities legislation and associated MPA/MPS Diversity issues.

D. Financial implications

There are no financial implications as all of the data featured in this report is already produced regularly by the MPS.
