Summary

The paper sets out proposed high level planning products and timings for the planning process 2004/5.

A. Recommendations

1. Members note and agree both the high level planning product analysis and policing plan timeline for 2004/5.

2. Members agree the content of the high level planning products timeline, the product analysis matrix and the proposed Planning Panel dates.

B. Supporting information

Background

1. The early activity to engage stakeholders in the forthcoming planning cycle takes into account the learning from the previous planning cycles and recent internal and external recommendations. This has resulted in the establishment of a Planning Process Board comprised of senior MPS personnel and MPA representation in order to take forward the planning process at a strategic level.

2. The inaugural meeting of the Planning Process Board on 16 June 2004, agreed a number of High Level Planning products, which have now been introduced into a planning cycle timeline at Appendix. 1. In addition, Appendix 2 provides basic description of these high level planning products, dates when they are delivered along with an early indication of how these delivery dates might fit with provisional key MPA meeting dates. Appendix 3 provides a number of proposed Planning Panel meeting dates arranged in a way that enables members to:

  1. discuss and address emerging issues in preparation for Full Authority and
  2. to contribute to planning developments in those months without PPRC.

C. Race and equality impact

The proposed timeline and planning products may give rise to subsequent actions with equality implications. At the time of producing this paper, work is in hand to develop a process to assess disproportionality issues that may develop during the course of the planning cycle. Proposals arising from this work will be presented for consideration in due course.

D. Financial implications

Whilst the individual work items need resourcing from all Business Groups (with principal inputs from Corporate Planning Group and Finance Directorate), no capital expenditure is envisaged.
