Summary
This report responds to the commissioning brief from the Metropolitan Police Authority (MPA) and outlines proposals for the development of the Corporate Strategy 2006–2009, outlining the strategy principles and the high level development timeline.

B. Supporting information
1. A Corporate Strategy will be developed for 2006 – 2009. The development of the strategy will be based on a set of principles and will follow a defined timeline.
How the three year strategy will be produced
2. Principles of the strategy (scope & purpose)
- A corporate strategy will be developed in draft format for 30 September 2005.
- The corporate strategy will be published at the end of March 2006.
- It will be a three year (2006-2009) rolling strategy, which will be regularly reviewed and from which the Annual Policing Plan will ‘fall out’ on a yearly basis.
- The corporate strategy will link with the three year financial planning process.
Summary the work carried out on the production of the strategy to date
3. Initial work has been carried out on defining the purpose and scope of the strategy (see point 2) and a high level timeline (see point 6) for its development.
4. Work is underway on constructing a more detailed strategy model and a consultation plan will be developed in the near future.
Key personnel involved in the process
5. Sarah Brader will lead on the development of the strategy and will be supported by Metropolitan Police Service (MPS) Corporate Planning Staff and other relevant MPS personnel.

6. Consultation and engagement to inform content
- Defining the vision & values – March 2005
This process will start with a meeting on 18 March attended by MPS Management Board and MPA members. - Meetings with key MPA & MPS Stakeholders – March & April 2005
A series on one to one meetings will be held with Management Board and MPA members, after 18 March 2005, to discuss & define strategic outcomes - External consultation – ongoing in 2005 (see below)
To ensure the best use of resources the consultation for the Corporate Strategy and the Annual Plan will be done as a single process. Building on the success of the consultation carried out for the Annual Plan for the last 2 years the consultation will again be facilitated by Dialogue by Design. Approximately 1600 community and local government organisations in London will be asked to participate in the consultation to inform the policing priorities. The consultation will also be open to all Londoners and is being advertised in a number of places including; The Londoner and the MPA and MPS websites.
7. The consultation will be conducted online in three sessions:
- Session 1 asks participants to identify which policing issues are of particular concern, and why
- Session 2 enables participants to see all the issues identified by participants in Session 1, and to indicate what they consider should be the priorities for the MPA/MPS 2006/07 policing plan and the 2006/9 Corporate Strategy.
- Session 3 shows participants the results of Session 2, and asks them to evaluate the consultation and suggest any lessons for future dialogue around policing.
9. In addition the MPA will survey their Safer London Panel, comprising of 3,000 demographically representative Londoners. This panel will also be invited to take part in the MPS online process and questions will be asked in the survey to ascertain how willing and/or able this demographically representative sample is to take part in an online process. A list of prioritised themes identified by the external participants will be available at the end of June 2005.
Refining the MPS planning processes
10. With emphasis on linking business planning with the financial planning process – April till August 2005.
11. A more detailed plan will be available late March 2005.
Additional support required from the MPA
12. Throughout the process, we will require engagement of MPA Members and Officers in the development of the strategy and in refining the MPS planning processes.
C. Race and equality impact
The nature of the strategy development means there is a race and equality impact. This will be managed by assessing the potential impact during the early stages of development involving consultation with the Diversity Directorate and other key stakeholders.
D. Financial implications
There are no specific financial implications arising from this report, as the development of the strategy will not have implications outside the current budget.
