This paper includes a formal response to a recommendation made to the MPA in an HMIC inspection of the operational support policing service improvement review.

B. Supporting information

1. The HMIC published their inspection of the MPA operational support policing service improvement review earlier this year. The report is very positive, and judged that the review was good, with positive prospects for improvement. It made a number of recommendations, one of which was aimed at the MPA. The recommendation is as follows:

HM Inspector recommends that the MPA secures the full engagement of Management Board within the Best Value Review Programme.

2. The MPA recognises that ownership at Management Board level is important in delivering service reviews that deliver radical shifts in delivery and we have been working with MPS colleagues to ensure processes are in place to achieve this.

3. We have instituted a number of changes in the last two years which will deliver this, including agreeing that Management Board will recommend reviews to the MPA at the beginning of the financial year. All terms of reference, final reports and implementation plans must also be agreed at Management Board. We are also, through our involvement in the project board for each review, ensure that appropriate management board members are being briefed throughout the review period.

4. It should be noted however, that many of these changes would have taken place after this particular review was completed (in 2003). Notwithstanding this caveat, we will ensure regular review of our processes to ensure their effectiveness.

C. Race and equality impact

There are no direct race and equality implications raised by this report. HMIC did not comment on equality or diversity implications their report. However, under the revised best value arrangements all new reviews are required to complete full equality impact assessments to ensure equalities issues are formally considered and documented.

There are no financial implications to the actions proposed in this report.
