Summary

This report gives a summary of Specialist Operations Command performance against its objectives from April 2005 to December 2005.

A. Recommendation

That Members note the report.

B. Supporting information

1. This report provides management information on the Metropolitan Police Service Specialist Operations Command.

2. The report gives brief commentary on performance against the MPS objectives. It comments on the performance data provided and any difficulties in achieving the targets.

3. Specialist Operations performance measures continue to be developed to support the MPS mission of making London the safest major city in the world.

4. Although the effects of four terrorist attacks of 7 July 2005 and the further attempted terrorist crimes of 21 July 2005 continue to be felt it may be noted that SO continues to exceed most High Level performance indicators.

C. Race and equality impact

In the reporting year 2005/6 Specialist Operations Command has introduced a performance monitoring tool aimed at measuring the use of Stop and Search Powers granted by Section 44 (1) and Section 44(2) of the Terrorist Act 2000 as well as Stops under Section 60 of the Criminal Justice and Public Order Act 1994. This measure is aimed at demonstrating the use of these powers in relation to the ethnicity of those stopped and arrested.

D. Financial implications

SO collects performance data on a regular basis, however, additional effort is expended on the qualitative and quantitative analysis of performance measures included in this report.
