Summary

The Service Improvement Review of security guarding concluded in July 2005, made a number of recommendations identifying key areas for improvement. This report provides an update on progress to date in implementing the recommendations.

A. Recommendation

That the report be noted.

B. Supporting information

1. The following progress report identifies the development of Service Improvement Review recommendations to date. The report covered both in house guarding services (the responsibility of Diplomatic Protection) and out sourced guarding service (the responsibility of Property Services).

2. Some of the recommendations were for Diplomatic Protection to lead on, some for FM and some have required joint engagement.

3. Appendix 1 attached contains the 16 recommendations identified which are being lead by Diplomatic Protection or Property Services or jointly, and provide an update on the implementation status of each.

4. The updates to the recommendations have been flagged as red/amber green. The colour and symbol red denotes outstanding items; amber denotes ongoing work to implement the recommendations; and green denotes implementation of the recommendation is complete. There are no outstanding (red) items.

C. Legal implications

There are no legal implications arising from this update.

D. Race and equality impact

There are no equality and diversity issues arising from this Review.

E. Financial implications

The Service Improvement Review identified two potential financial implications:

a) The possibility of higher level of remuneration for guards (in house and outsourced) in order to mitigate the effect of an increasingly competitive market place for licensed security staff following the implementation of the Security Industry Authority Licensing in March 2006 (Recommendation 2c).

The update to Recommendation 2c confirms that it has not so far proved necessary to increase costs above inflation, except in the case of in house guards, where salary levels have increased by £64,960.00 (£928.00 per security officer) through a pay grading review.

FM will make a bid for reserve to cover the possible risk of increased security guarding costs as a result of known market place trends in June 06.

b) The requirement for an additional Band P employee to undertake Intrusion Testing (Recommendation 10).

The update to Recommendation 10 confirms that the required programme of Intrusion Testing has been achieved with existing staff resources.

Accordingly there are no new financial implications arising from this report.
