Summary

This report and its appendix gives a summary of Specialist Operations Command performance against its objectives from April 2005 to March 2006.

A. Recommendation

That Members note report.

B. Supporting information

1. This report and its appendix (Appendix 1) provides management information on the Metropolitan Police Service Specialist Operations Command.

2. The report gives commentary on performance against the MPS objectives. It comments on the performance data provided and any difficulties in achieving the targets.

3. Specialist Operations have undertaken a complete review of its performance indicators resulting in measures for 2006/7 being more outcome focused and of a higher quality.

4. The terrorist attacks in July 2005, led to the full engagement of all elements of Specialist Operations in both the response to and the subsequent investigations. Despite this unprecedented demand, Specialist Operations were still able to maintain its capacity and capability in service delivery as demonstrated in the attached performance report.

C. Race and equality impact

In the reporting year 2005/6 Specialist Operations introduced a performance monitoring tool aimed at measuring the use of stop and search powers granted by Section 44 (1) and Section 44(2) of the Terrorist Act 2000 as well as stops under Section 60 of the Criminal Justice and Public Order Act 1994. This measure shows the proportion of ethnic groups stopped/arrested under these powers.

D. Financial implications

1. SO collects performance data on a regular basis. However, additional effort is expended on the qualitative and quantitative analysis of performance measures included in this report.

2. Due to the events of July 2005, additional funding has been obtained from the Home Office in relation to Counter Terrorism and Security Protection.
