Summary

This report gives an overview of MPS performance against the targets in the new policing plan.

A. Recommendations

  1. Members note the report.
  2. Members specify what additional reporting should be received by which MPA committees.

B. Supporting information

1. The MPS performance report for April is circulated for the information of members (Appendix 1). The MPS Performance Review Committee (PRC) considered this report on 21 May 2001.

2. The report includes a scorecard summary of the Policing Plan indicators, along with commentary and charts on items of particular note. A full Best Value PI listing is being prepared and is to follow. Wherever possible this report includes data up to and including April 2001.

3. Page 1 is the scorecard summary of all the key priorities and sustained activities for the MPS in 2001/2. The scorecard also takes account of resource and customer satisfaction issues. Where no current information is available for a particular indicator, the result is colour-coded white. One particular area where we await final year-end figures is on budget out-turn. Final figures should be reported to the FPBV meeting on 19 June 2001.

4. Page 2 begins the performance headlines, and compares April 2001 performance with year-end results for 2000/2001. Note that it is early in the planning year, and one month's figures should be treated with caution.

5. PRC discussion focussed on Streetcrime performance – and sought good practice from those boroughs delivering crime reductions and JD targets. Some details are provided in the report on street crime elsewhere on this agenda. The performance of Lambeth was noted as a particular concern, and will be the subject of an action plan presented to Management Board in May.

6. PRC noted the action being taken with BT to address the rapid rise in silent mobile calls coming to 999 lines.

7. MPS internal performance monitoring will, in many instances, be more detailed than the policing plan priority indicators. It was agreed during the development of the plan that the PIs should focus on the outcomes, and not on the internal processes or activities, which support them. Periodic reporting to PSPM, which covers these issues in more detail, could be built into the routine subject reports. Issues such as road safety are not currently part of the rolling programme, but could be included on an ad hoc if required. Specifically, more detailed internal monitoring is available on youth offending, hate crime, customer satisfaction and road safety. Members of PSPM are invited to agree which committees (if any) should receive this more detailed information.
