Summary

This report gives an overview of MPS performance, and provides a full listing of Policing Plan and Best Value indicators.

A. Supporting information

1. Circulated with this agenda (for PSPM Committee Members) is the MPS performance report for October 2000. (Copies may be obtained from the MPA.) This report was considered by the MPS Performance Review Committee (PRC) on 24 November.

2. The report includes a full listing of the Best Value and Policing Plan indicators, showing information up to and including October wherever possible.

3. Discussion at PRC focused on the performance issues around street crime, drugs and homicide.

4. Homicide - PRC noted that the homicide clear-up rate had improved but not yet reached the target. The Serious Crime Group is working towards this goal, and intends to continue to strive for a challenging target next year.

5. Drugs - The focus of MPS activity is in tackling Class A drugs. Performance in increasing JDs for supply and possession with intent to supply Class A drugs shows JDs 22 per cent above the position for the same period in the base year (1998/9). Operation Crackdown is being used to target drug supply in high street crime areas.

6. Street crime - Although October saw an increase in street crime offences from September, the rate of increase in the year-to-date continues to slow. PRC reviewed an analysis of the timing of street crime offences, including a profile that demonstrated a significant peak in robberies of mobile phones around 4pm. The meeting noted an initiative being undertaken with schools aimed at diversion of offenders and prevention of robberies. Other action against street crime includes the continuation of Operation Regis at Camden and Islington and operations on bus routes. In addition, boroughs are developing action plans in anticipation of any post-Christmas surge of offences in the new school term. PRC requested a report on the long-term impact of Strongbox. The meeting considered some of the options for the next Strongbox site. This issue will be agreed by Management Board at the end of November.
