Part 1

1. Election of Chair

(Agenda item 1)

Resolved – That Reshard Auladin be elected Chair for the meeting.

2. Apologies for absence

(Agenda item 2)

Apologies were received from Cecile Wright.

3. Declarations of interests from members of the committee

(Agenda item 3)

There were no declarations of interests. However, two members of the Sub-Committee, Reshard Auladin and Elizabeth Howlett, acknowledged the fact that they had accompanied the senior officer concerned on a business trip to Paris as representatives for the Authority. It was determined that there was no conflict as the relationship between the members and the senior officer concerned was on a professional basis and was not unusual given the working relationship between the Authority and the MPS.

4. Emergency meeting

(Agenda item 4)

The Clerk advised that this was a properly constituted emergency meeting. Standing Orders allowed a meeting of the ACPO Conduct Sub-Committee to be convened in an emergency notwithstanding the fact that appropriate advance notice had not been given to the press and public.

5. Police regulations

(Agenda item 5)

The Sub-Committee considered a report received against an ACPO rank officer in order to consider whether it should invoke its power under regulation 5 of the Police (Conduct) (Senior Officers) Regulations 1999 to suspend the officer concerned.
