Part 1

36. Election of chair

(Agenda item 1)

This meeting was reconvened from 16 October 2004 where Jennette Arnold was appointed chair.

Resolved – That Jennette Arnold chair the reconvened special meeting of the ACPO Conduct Sub-Committee.

37. Apologies

(Agenda item 2)

None received.

38. Declarations of interests from members of the sub-committee

(Agenda item 3)

It was noted that Richard Sumray declared a personal interest in one particular case, as he has been involved in discussions relating to it on a previous occasion. He withdrew from the meeting for that item. Reshard Auladin and Elizabeth Howlett reminded the Sub-Committee that they had previously declared a personal interest in one particular item and they withdrew from the meeting during this item.

39. Exclusion of press and public

(Agenda item 4)

It was noted that as this meeting had been reconvened it remained in closed session as it was likely to disclose exempt information as described in Schedule 12(a) (1) of the Local Government Act 1972 (as amended) and therefore the press and public remained excluded from the meeting during item 5.

Part 2

Summary of exempt items

40. Police regulations

(Agenda item 7)

The Sub-Committee considered allegations concerning the conduct of some ACPO officers.

The Sub-Committee also agreed to consider a further report on the conduct of an ACPO officer as this item was urgent following receipt of further information from an investigating officer.

The meeting finished at 3.35 p.m.
