Minutes of the Senior Officers Conduct Sub-Committee meeting on 15 July 2004 held at 10 Dean Farrar Street, London SW1H 0NY.

Part 1

1. Apologies

(Agenda item 1)

The Deputy Clerk informed the Sub-Committee that as the Professional Standards and Complaints (PSC) Committee earlier that day had been inquorate and therefore had been cancelled. The agenda item on the membership of the Sub-Committee was not therefore considered.

Apologies for absence for the PSC Committee and the Sub-Committee had been received from Tony Arbour, Richard Barnes, Damian Hockney, Elizabeth Howlett and Richard Sumray.

Therefore, in order to consider 3 urgent cases and in accordance with the Authority’s standing orders (as amended by the full Authority on 27 May 2004), the Clerk had agreed under delegated authority on the grounds of urgency to seek a minimum of 3 members to attend a meeting of the Sub-Committee.

In seeking members, consideration was taken in obtaining a balance in representation, which was subject to the logistics of members’ availability at short notice.

Reshard Auladin, Toby Harris and Karim Murji were appointed to the membership of the Sub-Committee for the meeting.

2. Chair and Deputy Chair of the Sub-Committee

Reshard Auladin was proposed and seconded as Chair for the meeting.

3. Declarations of interests from Members of the Sub-Committee

No declarations were made.

4. Minutes

(Agenda item 4)

The Sub-Committee considered the minutes (Part 1) of the meetings held on 27 May 2004.

Resolved – That the minutes of the Sub-Committee meetings held on 27 May 2004 (Part 1) be agreed and signed as a correct record.

5. Exclusion of Press and Public

(Agenda item 5)

A resolution was put to exclude the press and public from the meeting during items 5-7 as it was likely to disclose exempt information as described in Schedule 12(a) (1) of the Local Government Act 1972 (as amended).

Resolved – That the press and public be excluded from the meeting during discussion of agenda items 5-7.

The Sub-Committee received the minutes (Part 2) of the meetings held on 27 May 2004.

(Agenda item 7)

The Sub-Committee considered allegation concerning the conduct of ACPO officer.

This item was deferred to a future meeting.
