Met Police Authority appoints permanent top officers

The Chair of the Metropolitan Police Authority, Toby Harris, today announced the permanent appointments of the Authority’s two most senior posts. Catherine Crawford will take up the post of Clerk to the Authority before Christmas. Peter Martin will take up the post of Treasurer from 1 October 2000.

Commenting on the appointments, the Chair of the Metropolitan Police Authority, Toby Harris said:

“These are the Authority’s two most senior appointments and they come in at the beginning of a new organisation which has the responsibility for the Metropolitan Police. They come in at an exciting stage in the development of the authority and will have the unique opportunity to help influence the direction of policing in London as well as dealing with the complex relationships with the London Assembly, the Mayor and the Home Office.”

Catherine Crawford has been Executive Director of the Association of Police Authorities since it was set up in 1997. She joined the Home Office in 1970 and has had over twenty years experience in providing policy and procedural advice to police, criminal and prison departments. In her most recent Home Office post she worked closely with the Metropolitan Police for over five years.

Peter Martin is presently the Authority’s Acting Treasurer. Prior to joining the MPA’s Transition Team, Peter was Finance Director, Kent County Council, Treasurer to Kent Police Authority and Director of Peter Martin Consultancy Limited.

Catherine Crawford
Joined the Home Office in September 1970, became head of the section in the Criminal Department dealing with sentencing policy in 1976 and was promoted to Assistant Secretary (Grade 5) in 1989 as Head of Personnel. Catherine became Head of Secretariat for the Metropolitan Police Committee in April 1995 and Assistant Director of Programmes, Prison service in 1997, prior to taking up her present post in June 1997 with the APA. Catherine is a Member of the Home Secretary’s Community and Race Relations Advisory Group and was closely involved with tri-partite partners in the “Dismantling the Barriers” programme.

Peter Martin
After graduating with a First Class Honours Degree in Philosophy, Politics and Economics from St John’s College, Oxford, Peter joined Derbyshire County Council as a graduate trainee accountant, during which time he took first place in the final examination, Chartered Institute of Public Finance and Accountancy. Peter joined West Sussex County Council as Assistant County Treasurer in 1976, became Deputy County Treasurer to Kent County Council in 1981 and County Treasurer (later Finance Director) in 1986 before forming his own consultancy in 1997. He currently acts as Treasurer to Kent Police Authority.

The Metropolitan Police Authority took over responsibility for the Metropolitan Police Service from the Home Secretary on 3 July. Lord Toby Harris was elected Chair and Peter Herbert and Richard Barnes were elected Deputy Chairs.
