MPA signs innovative PFI contract for accommodation and services in S.E. London

A Private Finance Initiative contract for the provision of new operational buildings at Bromley and Lewisham Sutton, and sector bases for Deptford and Brockley, was signed today by the Metropolitan Police Authority. The contract is for the design, build, fund and operation of the police stations and for the first time includes the provision of a range of 'Police Support Services'.

This innovative approach includes the supply of staff and delivery of services associated with custody and suspect processing (civilian gaolers), front desk or station reception officers and selected support services, including the storage of uniforms and special equipment, the prisoners property store, typists and tape summarisers.

Graham Tope, Chair of the Finance, Planning and Best Value Committee, said:

"This important PFI contract forms part of the MPA Estate Strategy for the modernization of the estate and provides an opportunity for the rationalization of a number of old and less efficient buildings. The designs offer modern accommodation and represents value for money, reductions in annual costs in some areas and further efficiencies both in terms of staff and other costs.

"Significantly, with the contractor providing staff for a range of police support services, there is the potential for the release of police officers currently employed on these duties covering civilian shortages to return to front line operational duties."

The 25 year contract has been awarded to Equion plc (formerly known as Laing Hyder plc) and is valued at £120 million. They will be responsible for staffing to meet demand and to deliver services against pre-agreed specifications and this contract will act as a pilot scheme for the future possibility of contracting out similar local services.

Notes to editors

  1. The inclusion of a range of 'Police Support Services' came out of a scoping study into the extent of services that could be included within this PFI. The study included full consultation with all portfolio Assistant Commissioners, the then 4 Area Assistant Commissioner, as well as 4 Area Operational Command Unit Commanders and their senior management teams. This arrangement will be a pilot for investigating the contracting out of local services.
  2. This is the second major PFI project to be taken forward by the MPA, the other being a new Firearms and Public Order Training Centre for the Met at Gravesend.
