MPA appoints new Director of Transport Services

Stuart Middleton has been appointed as the MPS’s new Director of Transport Services. He will be joining the MPS on 2 September 2002.

The Director of Transport Services leads a team of 220 staff and is Head of Profession for some 120 locally based garage hand personnel. With a departmental budget of £32m and capital spend of £11½m, Transport Services, together with four major outsourced suppliers, deliver assets vital to the policing of London.

The Director of Transport Services is one of six Directors reporting to Keith Luck, Director of Resources, a member of the Met’s Management Board. The Director of Transport Services will be a member of the Resources Board, which Mr. Luck chairs.

Mr. Middleton has been a career soldier since joining the Army at 18 and was commissioned from Sandhurst into the Corps of Royal Electrical and Mechanical Engineers. He has worked on the logistical side of the Armed Forces, mainly in the procurement and in-service support of equipment. His principal roles have been managing the support for armoured and helicopter units and included key postings to Germany and Washington. At one time Mr. Middleton was the Army’s Chief Aircraft Engineer. He is a graduate Chartered Engineer and Member of the Institution of Mechanical Engineers.

In 1996 he was promoted to Brigadier and became Deputy to the Director General of Land Equipment Support. Brigadier Middleton's responsibilities have covered the support of a very wide range of Army equipment, including the British Army's 65000 wheeled vehicles and trailers. This has involved, amongst other functions, managing budgets exceeding £100m for the procurement of maintenance services and spare parts.

He has extensive managerial experience, often of mixed, multi-disciplinary military and civil service teams, sometimes comprising up to 400+ direct employees.

Commenting on his appointment, Mr. Middleton said:

Transport Services provide a crucial role in the policing of London and performance has improved significantly over the past two years. I intend to bring my lifetime of experience in vehicle procurement and management to bear on the challenges the Service will face in the years to come."

Mr. Nicholas Long, MPA Member on the appointment panel said:

“Mr. Middleton impressed us with his strategic leadership and change management skills, past experience of outsourcing – especially the Army’s 9,500 ‘white fleet’ vehicle partnership and other PPP knowledge - as well as his understanding of large-scale transport functions. He had clearly researched the issues the MPS will face. Stuart Middleton will be an excellent addition to strengthen the senior management of the Met."
