Statement following MPA ACPO Conduct Sub-committee

On 28 March 2002 the Metropolitan Police Authority proposed the appointment of Gordon Clark, Deputy Chief Constable of Humberside Police, as Senior Investigating Officer to investigate allegations made against Commander Brian Paddick. The Police Complaints Authority agreed the appointment.

The proposed terms of reference of the investigation were:

  • to investigate allegations that Brian Paddick had committed criminal offences under the Misuse of Drugs Act 1971 (s5(2) and s8); and
  • was in breach of internal MPS guidelines relating to contact with persons on bail.

The Report of the Senior Investigating Officer has now been referred to the CPS. In the light of this, the ACPO Conduct sub committee has adjourned until a decision has been received from the CPS whether or not to proceed with criminal charges.

As in all cases , it is normal practice for any criminal proceedings to take precedence over disciplinary matters.

Commander Paddick is not suspended. This situation will remain under review.

It is inappropriate to comment at this stage.
