Metropolitan Police Authority July meeting

The Metropolitan Police Authority will meet at 10 Dean Farrar Street, London SW1 on Thursday 24 July 2003 at 10.00am. The meeting is open to members of the public and press.

One of the Authority’s primary responsibilities is to set annual targets and objectives for the Met and to monitor its performance against these targets. The Met’s end of year performance report for 2002/3 will be scrutinised by the Authority at the meeting. Of the 44 targets set for 2002/3, 22 were achieved.

Toby Harris, Chair of the Authority, said:

“The Met’s performance during 2002/3 is overall a good news story. There was a marked decrease in three areas of crime which make people feel really vulnerable: street crime, burglary and car crime. We have also seen a dramatic increase in the number of police officers on the streets as well as Police Community Support Officers, who are now being deployed in many London boroughs.

“However, with some targets still not being met and most importantly Londoners’ perception of crime levels not reflecting the actual fall, there is much work to do communicating to Londoners that we are indeed progressing towards making London a safer city.”

Members will also consider the important role played by staff associations, such as the Black Police Association, the Association of Muslim Police and the Gay Police Association, in advising on recruitment and in promoting the aims of minority groups. Consultation with the Black Police Association and the Independent Advisory Group has resulted in the ‘Refer a Friend’ scheme not being progressed at this stage.

Other items on the agenda include:

  • a report on the current position of the C3i/airwave project;
  • the proposed timetable for the next review of the Resource Allocation Formula for implementation in 2005/6;
  • the MPA committee annual reports for 2002/3 and
  • The Met’s response to the HMIC Inspection of the Met, which was originally presented to the Authority on 24 April 2003, will be considered. The Authority has responsibility to comment to the Secretary of State on both the HMIC Inspection and the Met’s response to that Inspection.

The Acting Commissioner, Sir Ian Blair, will give an update on operational policing issues in London and Toby Harris, Chair of the MPA, Catherine Crawford, Clerk to the Authority, and members will give updates on Authority matters.

Members will also hear a question from Mr. Nicholas Russell of the Royal National Institute of the Blind and the Clerk will give the Authority’s response at the meeting. Kirsten Hearn, Member of the Police Authority, will also propose a motion in relation to this issue.
