Metropolitan Police Authority – November meeting

A meeting of the Metropolitan Police Authority will be held in Meeting Room 1 (ground floor), 10 Dean Farrar Street, London SW1 on Thursday 25 November 2004 at 10.00am.

The Authority will be updated on the effects of the reclassification of cannabis, on both operational policing and crime trends, since January 2004.

Len Duvall, Chair of the MPA, said:

"The use of cannabis has not been decriminalised. It is a harmful drug and it is illegal to use it or to sell it. As Chair of the MPA I would expect the police to continue to treat seriously situations where cannabis is being trafficked, possession is linked to other crimes or cannabis is used in front of children.”

The Authority will also discuss progress made by the MPS to implement the recommendations of the Bichard Report, published following the conviction of Ian Huntley. Although not directly required to, the MPS will be responding to the Bichard Report in December 2004. This will include: the amalgamation of all MPS vetting processes under one Head of Profession; enhanced information sharing protocols; rationalising the management of dangerous offenders, and the formulation of a ‘Dangerous Offenders List’ for potential sharing with partners and agencies.

Other agenda items include:

  • Policing Plan 2005/6;
  • Police Reform White Paper ‘Building Communities, Beating Crime’;
  • Anti-Social Behaviour Act – Dispersal powers;
  • review of the MPS Volunteer programme, part of the Safer Neighbourhoods Unit within Territorial Policing;
  • Notting Hill Carnival – final report of the Mayor’s Carnival Review Group;
  • MPA Equality and Diversity Policy.

Commissioner Sir John Stevens will give an oral update on operational policing issues in London and present a written performance report.

Members will also hear a question from a member of the public, Mr. Paul Webbewood. Clerk to the Authority, Catherine Crawford will give the Authority’s response at the meeting.
