MPA briefing paper 14/2009

Author: DI Anthony McKeown, MPS

This briefing paper has been prepared to inform members and staff. It is not a committee report and no decisions are required.

In March 2009, at the request of a member of Strategic and Operational Policing Committee, a set of figures was submitted by the MPS showing the number of LSCB meetings held in the two-year period, March 2007 to February 2009. The figures showed which of those meetings were attended by representatives of the local borough police and which by SCD5 officers.

At the SOP meeting of June 8th 2009, members requested an update of those figures.

The original figures are included as Table A (March 07 - February 09).

The updated figures are included as Table B (March 09- June 09).

Members should note that the figures supplied show attendance at what are believed to be main LSCB meetings. There are variations, however, amongst the thirty-two boroughs in the way that LSCB meetings are run. Some hold ‘executive’ meetings requiring a higher level of attendance, e.g. BOCU Commander and Director of Children’s Services (which Child Abuse Investigation Team [CAIT] officers do not necessarily attend), as well as holding ‘main’ meetings requiring a wider attendance. Some also hold a range of sub-group meetings, covering operational, quality assurance and training matters. Extra meetings can be held too in order to examine, for example, the recommendations from a particular Serious Case Review. There are also variations in the number and frequency of meetings each borough holds.

CAIT officers have further interaction with children’s services (CS) partners in other forums, including Child Death Overview Panels, as well as holding regular meetings with CS managers.
