This briefing paper has been prepared to inform members and staff. It is not a committee report and no decisions are required.

This briefing was prepared in response to a request from members during the Strategic and Operational Policing Committee meeting of 12 May 2011.  This briefing has been prepared by Inspector Tony Hirst, TP Development Programme.

Summary

Project Hannah at Lambeth commenced on 14th Feb 2011, Project Erin at Brent commenced 4th April 2011.

Both projects encompass key changes to the response policing model designed to maximise emergency and non-emergency response, and complement community policing. There is some variation in borough structure and operating models between the two pilots.

Response policing is interdependent with other police business areas: the response pilots are also testing developments in command and control, resource management and custody provision.

Both boroughs have successfully adapted to the changed model which has been tested by a range of serious and critical incidents. An example is the high profile shooting of 5 year old Thushara Kamaleswaran in Lambeth.

A wide range of data will be used to measure the effectiveness and efficiency of the pilots through detailed interim and final evaluations. The first interim evaluation report, for project Hannah, is due for completion by the 6th June 2011.

A smaller set of data is collected on a daily / weekly basis to ensure that public service levels are maintained. This data indicates variation in successes and challenges, for example: Lambeth have achieved significant improvements in using appointments to answer calls whilst Brent have only achieved modest increases. Brent has achieved significant improvements in I & S response times whilst Lambeth have found maintaining performance levels challenging.

Formal review processes will look at the reasons for these successes and challenges with a view to improve in the respective areas.

Evaluations will be used to highlight factors that impact on all aspects of performance, thereby helping pilots to evolve, and informing an optimum operating model.
