3. Minutes of the meeting held on 16 and 30 January 2009

The minutes of the meetings held on 16 &30 January were signed as a correct record.
4. ACPO ranks, Commissioner and Deputy commissioner's expenses
Catherine Crawford, Chief Executive introduced the report. The Sub Committee was advised that as part of an Internal Audit Directorate review, a number of recommendations relating to the claims for payment and reimbursement of personal expenses were considered by the Remuneration Sub Committee in relation to the Commissioner and Deputy Commissioner.
The Chief Executive reported that, having consulted the Director of Resources, she was able to confirm that the systems in place for the Commissioner and Deputy Commissioner to claim expenses are operating effectively and adhere to the arrangements set out in the pay and allowances manual.
Resolved to note the report
5. APCO Ranks, Commissioners and Deputy Commissioner gifts and hospitality
Catherine Crawford, Chief Executive introduced the report. The Sub Committee was advised that as part of the 2006-07 audit plan, Internal Audit Directorate carried out a review of Gifts and Hospitality in the Metropolitan Police Service. A small number of recommendations referred to the arrangements in respect of Association of Chief Police Officer (ACPO) ranks. This report explicitly addresses the recommendations and arrangements for the Commissioner and Deputy Commissioner.
The Chief Executive reported that having reviewed the Commissioner’s and Deputy Commissioner’s gifts and hospitality register on two occasions for the period since 1 April 2008, the systems in place for recording gifts and hospitality are operating effectively and adhere to the revised gifts and hospitality policy.

6. Proposed ACPO Ranks selection timetable
Catherine Crawford, Chief Executive introduced the report. This reports set out the current proposals for ACPO selection during 2009. This paper also, for information, set out the current Metropolitan Police Authority (MPA) involvement in Senior Police Staff (SPS) recruitment.
The Chief Executive took the opportunity to express her personal gratitude for the professional manner in which Alan Johnson had arranged and conducted the recent ACPO selection processes.
The Sub-committee was pleased to endorse the Chief Executive’s comments.

7. ACPO/SPS issues raised by staff associations
(Agenda item 7)
(a) Chief Superintendant selection process
The Chief Executive reported that the process and outcomes of the Chief Superintendant selection process had been well received by the Superintendents’ Association.
8. Exclusion of press and public
(Agenda item 8)
A resolution was put to exclude the press and public from the meeting during remaining items on the agenda as they were likely to disclose exempt information as described in Schedule 12(a) of the Local Government Act 1972 (as amended)./p>
Resolved - That the press and public be excluded from the meeting during discussion of the remaining items on the agenda.
