Summary

This report seeks approval to terms of reference for the committees and sub-committees in the MPA's new committee structure.

A. Recommendations

  1. That the terms of reference attached as Appendix 1 (see Supporting material) be approved

B. Supporting information

1. At its meeting on 23 May the Authority agreed a new committee structure. Draft terms of reference for the committees and sub-committees in this structure were attached to that report. These have now been refined following comments at the meeting and further consultation, and are attached as Appendix 1 (see Supporting material).

2. They have not changed significantly since the last meeting apart from a proposal to move responsibility for criminal justice system issues from Performance, Planning & Review Committee to Co-ordination & Policing Committee.

3. If terms of reference are made too general, respective roles may not be clear, but if they are made too detailed they get quickly out of date and give a false assurance of being comprehensive. The aim in these terms of reference has been, therefore, to strike a balance between the two. MPA policy officers have also been meeting to draw up proposals for allocating specific issues to specific committees, in line with the aim of minimising duplication between committees. These proposals will be reported to the Co-ordination & Policing Committee and will need to be updated and reviewed on a regular basis, unlike the terms of reference.
