Summary

The Authority is invited to note the content of this report and approve the final Capital Programme for 2004/05 to 2008/09.

Background

1. An outline capital programme for 2004/05 to 2008/09 was approved by the MPA Finance Committee on 19 February 2004. This was subject to further detailed information being presented to the full Authority meeting scheduled to take place on 25 March 2004. It was agreed that information would be provided to this meeting on how additional funds arising from the capital settlement 2004/05 would be utilised and a full listing of projects to be undertaken during the period 2004/05 to 2008/09.

2. The capital settlement for 2004/05 as announced by the Home Office resulted in an increase of £6.789m of available funding beyond that needed to finance the outline capital programme 2004/05 – 2008/09.

3. A comprehensive review of the capital programme took place during the winter of 2003 to ensure that operational objectives were accurately reflected within the five-year capital investment programme. In addition, a number of urgent demands have also arisen for which capital funding was required.

Proposals for funding

4. It is proposed that the additional monies made available by the favourable capital settlement for 2004/05 are utilised in the following way:

  • an additional £3.395m per annum is allocated to Property Services for improvements to the MPA Estate;
  • £0.455m is allocated to Transport Services to meet SO19 vehicle and equipment needs;
  • £0.070m is allocated for replacement recording equipment for the helicopter fleet; and
  • an additional £2.869m in 2004/05 and £3.394m thereafter is allocated to the Directorate of Technology to meet user demand for improved IT systems.

Capital Programme 2004/05 to 2008/09

5. On the assumption that Members approve the use of additional funds as set out above, details of all schemes within the five-year capital programme 2004/05 to 2008/09 are shown at Appendix 1. Projects are listed by business group and in accordance with commencement dates. Capital costs associated with the initial year of the step change programme are listed separately within this presentation for ready identification purposes. However, when business groups have budget allocations for 2004/05 confirmed, the various strands of work associated the step change programme will be incorporated within each individual programme area.

6. In the short time that has elapsed since the proposed additional allocations to business groups have been mooted, some prioritisation of schemes to be added to the capital programme 2004/05 to 2008/09 has still to be concluded. Where further consideration of the importance of projects is taking place a sum noted as ‘funds still to be allocated’ is recorded at Appendix 1.

D. Financial implications

Financial implications are discussed in the main body of the report. The associated revenue costs have been reflected in the 2004/05 revenue budget and the medium term financial projections.
