MPA Full Authority
25 March 2004
10.00am
10 Dean Farrar Street, London SW1H 0NY.

Part 1

Items to be considered while the press and public are present

  1. Apologies for absence
  2. To receive any declarations of interest from members of the Authority.
If a member declares a personal interest, as defined in the MPA’s code of conduct, she or he may remain in the meeting and speak and vote on the issue. If the issue is a prejudicial one, the member must withdraw from the meeting during discussion of that item.
  3. Minutes of the meeting of the Authority held on 26 February 2004
  4. Minutes of Committees
The approved or draft minutes of the following committee meetings will be circulated separately to Members of the Authority for information. Minutes are publicly reported to the following meeting of the committee concerned for approval. They can also be viewed by contacting the committee officer named at the bottom of this agenda.
  5. Chair’s, Members’ and Clerk’s updates (oral report)
  6. Commissioner’s update (oral report)
  7. Policing and Performance Plan 2004/05
  8. Thematic review of race and diversity in the Metropolitan Police Service. This item was deferred to the Authority’s April meeting.
  9. Revenue budget 2004/05
  10. Capital programme 2004/05 to 2008/09
  11. Protocol on member / officer relations
  12. Update report from the Standards Committee
  13. Action taken under delegated authority
  14. Date of MPA Annual Meeting
The Annual Meeting is currently scheduled for 8 July. On the assumption that GLA appointments to the MPA will be known reasonably soon after the 10 June Elections, Members are asked to consider bringing the date of the Annual Meeting forward – the morning of 24 June appears to be a possibility.
  15. Urgent additional report: Funding of legal assistance for police officers

Members were reminded that if they had a financial interest in any matter that was discussed at the meeting they should have declared the interest and not taken part in any discussion or voted on it.
