Summary

The paper sets out both the proposed policing and performance plan and summary document for 2004/5.

A. Recommendation

That the Authority agrees and endorses for publication the proposed content of the policing and performance plan for 2004/5 and the proposed content of the summary policing and performance plan.

B. Supporting information

Background

1. The proposed draft policing plan structure and content was considered at Co-ordination and Policing Committee (COP) on 5 March, where it was agreed to collect and consider further written comments from members if received by 12 March. A copy of the full plan will be sent separately to members and will shortly be available on the Authority’s website.

Content

2. Following observations made at COP where it was acknowledged that the draft policing plan was a ‘difficult’ read, this revised version has taken into consideration comments from members and has been redrafted in a more appropriate style. The document now logically illustrates the planning cycle but with less emphasis on the process undertaken and more on the outcome of that process. For example, the beginning of the document now provides more information on the outcome of the consultation process along with positive messages around previous performance and ‘good news’ stories.

Summary plan

3. The importance of an appropriate summary of the policing plan was discussed at COP where it was agreed that many Londoners would read the summary without referring to the detail included in the full policing plan. Accordingly, the proposed summary is presented (at Appendix 1) with both the measures and targets supporting the priority objectives and in a format that reflects an appropriate style and tone to meet the needs of the target audience. The graphic design work supporting the summary is currently being progressed and we will endeavour to make available draft copies of the visual artwork prior to the Full Authority meeting.

C. Equality and diversity implications

Development of the MPS’s approach to diversity is included within priority 9 within the policing plan.

D. Financial implications

There are no specific financial implications arising from these proposals, although the development of the objectives and targets will determine in broad terms how the MPS proposes to use its resources in the coming year.
