Summary

This report outlines the proposed policing and performance plan for 2005/06.

A. Recommendation

That the Authority agrees and endorses for publication, the proposed content of the policing and performance plan for 2005/06.

B. Supporting information

Background

The proposed draft policing plan structure and content was considered at the MPA planning panel meetings on the 4 and 10 February 2005. Following the inclusion of the amendments highlighted at the planning panel meeting on the 10th, a copy of the full text and table only plan is circulated with this paper. A version of the draft plan containing photographs and graphics will be sent separately to members in time for the full authority meeting.

Content

Feedback received from the 2004/05 planning process indicated that last year’s policing and performance plan content was too long and contained too much detail. This resulted in the need to produce a separate summary document. As a consequence, one report has been produced this year, which contains all the required legislative requirements.

The report is divided into three sections. Part A is forward looking, contains a summary of the corporate priorities and development plans (formally referred to as control strategies as part of the National Intelligence Model business planning process), and includes graphics and pictures. Part B is text and tables only, and contains the corporate priorities in greater detail, and an overview of the business group priorities. The content of the corporate priorities have been discussed at earlier Full Authority meetings, and have been the subject of further discussions at a number of planning panel meetings. Part C reports on the previous 12 months and is in text and table format only.

C. Equality and diversity implications

An Equality Impact Assessment is being undertaken on each of the corporate priorities and delivery plans (control strategies). The MPS Diversity Directorate will be establishing over the next few months a workbook to assist planning actively generally.

D. Financial implications

There are no specific financial implications arising from these proposals, although the development of the objectives and targets will determine in broad terms how the MPS proposes to use its resources in the coming financial year.

E. Background papers

A text and table version of the Annual Policing Plan is attached, with a draft version of the proposed plan containing photographs and graphics to be forwarded to members shortly.
