Report: Annual Meeting Report 1

Summary
This report asks members to elect the Chair and Deputy Chairs of the Authority.
Members are undertaking a review of the current committee structure and it is therefore proposed that the Authority re-appoints to the existing structure and that the current committee chairs and deputy chairs and the memberships of all committees continue in office until such time as that review is completed. (If agreed, this would not preclude members from nominating themselves to committees, if they so wished).
Members are asked to fill a current vacancy on the Standards Committee and to appoint Dee Doocey to the Planning, Performance and Review Committee.
The report also seeks nominations to appoint to outside bodies, to consider borough link membership and details of the members record of attendance to its formal meetings.
A. Recommendation
That
- nominations for the position of Chair of the Authority be sought;
- nominations for the positions of Deputy Chairs of the Authroity be sought;
- the current committee structure and membership, including the positions of chairs and deputy chairs, be retained until the conclusion of the current review of the way in which the Authority conducts its business;
- the vacancy on the Standards Committee be filled and Dee Doocy be appointed to the Planning, Performance and Review Committee;
- members appoint to the positions on outside bodies, as shown at Appendix 2;
- the current MPA borough link member positions given at Appendix 3 be confirmed; and
- the record of member attendance (Appendix 4) be noted.
B. Supporting information
Chair and Deputy Chair and Committee appointments
1. Each year at the annual meeting of the Authority, members are asked to make nominations to a number of positions and to appoint the membership of its committees etc., for the forthcoming year.
2. This year due to members reconsidering the way the Authority conducts its business, the Authority is invited to agree that at this stage it:
- Appoints the Chair and Deputy Chairs of the Authority
- Reappoints the current committee membership (including current Committee Chairs and Deputy Chairs) until such time as the review is completed
3. However, it is also suggested that if any member wishes to change or join a committee that an opportunity to do so be made. A copy of the current membership of committees is attached at Appendix 1.
Standards Committee vacancy
4. There is, however, a vacancy on the Standards Committee, following the resignation from the Committee of Jenny Jones, and the Authority is asked to fill this vacancy.
5. Also, following the appointment of Dee Doocey to the Authority, she has indicated that she would like to become a member of the Planning, Performance and Review Committee.
Appointments to outside bodies
6. A copy of the current list of MPA appointments to outside bodies is attached as Appendix 2. Members have been invited to express an interest in representing the MPA at these meetings. Members are asked to confirm these and seek nominations for any outstanding vacancies.
Borough Link Members
7. A copy of the current appointments of MPA borough link members is attached as Appendix 3. Members are asked to confirm these appointments.
Record of members’ attendance
8. As provided for in the Authority’s Standing Orders, attached at Appendix 4, is the record of members’ attendance for the period June 2004 to June 2005. It does not include:
- formal bodies which do not have a fixed membership, such as the Senior Officer Conduct Sub-Committee and the Pension Forfeiture Sub-Committee
- informal member-level groups
- MPA representatives on outside bodies
9. It needs to be borne in mind that this record does not represent a full picture of members’ contributions to the work of the MPA. It does not, for instance, cover lead member or link member activities or the significant contribution that some members have made to the Authority’s scrutiny investigations. In terms of the effectiveness of the MPA member role, as much can be and is achieved outside of the formal committee structure as by members meeting in committee.
