Summary
This report gives details, for information, of action taken under delegated authority on the grounds of urgency.
A. Recommendation
That members receive the report.
B. Supporting information
1. Standing Order 6.1 provides for the Chief Executive or Treasurer to take decisions under delegated authority and in consultation with specified members where a decision is required urgently. Decisions taken in this way have to be reported to the next meeting of the Authority for information. This report must state which members were consulted. Under the urgency procedure, wherever possible the members of the relevant committee (or of the Authority if that would be the decision-making body) should be informed in advance of the proposal to take a decision. This action must also be reported as having been carried out.
2. The following action has been taken:
- 2008/20 financial settlement agreed with the ACPO Officer.
The following members were consulted: Kit Malthouse (Vice Chairman of the Authority), Toby Harris (Vice of the Strategic and Policing Committee) and Cindy Butts (Chair of Communities, People and Equalities Committee and in the absence of Reshard Auladin Chair of Strategic and Policing Committee. Also consulted were Len Duvall (as former Chairman of the Authority) and Steve O’Connell (Chairman of Finance Committee. Members of the Strategic Operational and Policing Committee were informed of the action being taken by e mail.
The reason for urgency was considered and deemed appropriate as there was not a committee scheduled in time to consider the settlement and Chief Executive felt that the urgency procedure should be utilised to prevent any further resources being spent or engaged on the employment tribunal process.
3. Copies of the urgent actions taken by the Chief Executive are available for inspection on request.
