Summary

This report seeks approval to the appointment of Amanda Sater as an Independent Member of the Authority.

A. Recommendations

That Amanda Sater be appointed as an Independent Member of the MPA from the date of this meeting until 30 June 2012, subject to receipt of CTC clearance.

B. Supporting information

1. A vacancy in the Authority’s Independent Membership occurred when Deborah Regal resigned in February 2010, to take up an appointment abroad.

2. The appointment of Independent Members is a now two-stage process:

  1. Following public advertisement, a selection panel (made up of two MPA appointees, one Mayoral appointee and an independent assessor), interviews candidates to put forward (for one vacancy) two names to an appointments panel.
  2. An appointment panel consisting of Members of the Authority interview to make a recommendation to the Authority for a final appointment

3. The selection panel meet in early July 2010 a recommended two candidates to the appointment panel.

4. The appointment panel consisted of Kit Malthouse (Chair), Faith Boardman, Toby Harris and Joanne McCartney and meet in late July.

5. The appointment panel now recommends that the Authority appoints Amanda Sater as an Independent Member.

6. Amanda Sater is a magistrate and has been sitting for fifteen years on the inner London Youth Bench. She has worked in marketing for most of her business career and was a director of the institute of sales promotion. Having run her own business she has shared her experience as a mentor to young people for the Prince’s Trust. Amanda previously chaired a charity to help the unemployed find jobs and was also a trustee of Addaction, the national charity dealing with addiction. She continues to be a trustee of the British Lung Foundation..

7. The appointment, with the agreement of the Home Secretary, will be from the date of this meeting until June 2012, which would bring it in line with other independent members. The appointment will be subject to CTC clearance being received.

1. Equalities impact

1.1 Equalities and diversity considerations are integral throughout the appointment process to ensure that it reflects recruitment best practice and that as far as possible the MPA’s membership as a whole is representative of London’s communities.

2. Met Forward

2.1 The MPA committees drive the individual work programmes outlined in Met Forward. Members have a critical role in that process, identifying opportunities to share ideas, reduce duplication and cost, and actively learn to improve policing in London.

3. Financial implications

3.1 There are no financial implications. Independent members of the Authority receive an allowance, for which there is budget provision.

4. Legal implications

4.1 A dispensation regarding the length of the appointment was sort and agreed by the Home Secretary. The length of the appointment will be up till 30 June 2010 and would bring the appointment in line with other independent members.
