Summary

Members are asked to agree to delegate authority from Strategic and Operational Policing Committee (SOP) to the Counter Terrorism and Protective Services Sub-committee for the approval of the Counter Terrorism IS/IT business case.

A. Recommendation

That members agree to delegate authority from Strategic and Operational Policing Committee (SOP) to the Counter Terrorism and Protective Services Sub-committee for the approval of the Counter Terrorism IS/IT business case.

B. Supporting information

1. Members of the Sub-committee considered the business case in February 2009, which makes a proposal that the MPA and MPS become delivery agents for the national IS/IT programme to develop and improve national counter terrorism intelligence and data systems. At the meeting members requested detailed legal advice be provided to assist in decision making. The business case along with legal advice will be considered at the meeting on 23 July.

2. Under the condition that the Sub-committee is happy with the proposals members are asked to agree to the delegation of authority from SOP to Counter Terrorism and Protective Services Sub-committee in order to ensure that this work can commence during the summer break.

3. The business case will be made available to all members of SOP and Members will be welcome to attend the agenda item at Sub-committee. Officers will ensure that any comments from members unable to attend are fed into the committee.

C. Race and equality impact

There are no race and equality matters connected to this report. The system is connected to strengthening the intelligence network and not intelligence tactics.

D. Financial implications

An expected budget of £31 million for the project will be provided by the Home Office. The organisational risks attached to delivering such a project will be addressed in the report to the Sub-committee.
