Summary

This report asks the Authority to make appointments to MPA committees and to outside bodies and other representative appointments.

A. Recommendation

That

1. those expressions of interest by members to represent the MPA on outside organisations as given at Appendix 1 be agreed;
2. XXXX be appointed to represent the MPA on the London Strategic Migration Partnership Board; and
3. all appointments be effective until the Authority’s next Annual Meeting in 2010.

B. Supporting information

1. At the annual meeting of the Authority on 25 June 2009 and meeting on 25 October 2009, members considered a number appointments to the Authority and these included those to a number of outside organisations that MPA are represented.

2. At the October meeting of the Authority it was agreed to defer consideration of appointments to outside organisations to a future meeting of this Committee and in the meantime ask members to express interests in filling any of those that remain vacant.

4. Since the October meeting of the Authority members have been asked to express an interest in these vacancies and those expressions are provided at Appendix 1 (indicated in bold) and members are now asked to be approved them.

London Strategic Migration Partnership Board

3. The MPA has been informed that it has a place on the London Strategic Migration Partnership Board. Details of the Board and current membership are given at Appendix 2.

4. The Board meets quarterly. All members have been ask to express an interest in representing the MPA on this Board and the following members have indicated that they would like to join:

• Jennette Arnold
• Clive Lawton

There are no specific implications as a result of these recommendations.

D. Financial implications

There are no financial implications.

E. Legal implications

1 Police Authorities are not legally empowered to set up, finance and run museums. Comprehensive details in regards to the legal implications were listed in the update paper presented at the October 2009 Strategic and Operational Policing Committee.

Appendix 2

 London Strategic Migration Partnership Board

The London Strategic Migration Partnership (LSMP) is the successor body to the previous Mayor’s Board for Refugee Integration for London. The LSMP is a board convened by the GLA with Richard Barnes, Deputy Mayor as Chair. The LSMP is supported by the UK Border Agency to co-ordinate services for all London migrants. It meets on a quarterly basis and had its inaugural meeting on 26 February 2009. Membership includes members of the Mayor’s Refugee Advisory Panel and senior representatives from London Councils, London First, DCLG, UKBA, Refugee Council, Job Centre Plus, GOL and the Third Sector Alliance

A strategy for refugee integration in London (London Enriched) has been developed in partnership with the LSMP and will be launched on 2nd December 2009. London Enriched is a non-statutory commitment by the Mayor to co-ordinate regional work for the capital’s refugee communities. It aims to mainstream the needs of refugees across the delivery of London services in order to ensure equal life chances for London’s refugee population.

London Enriched, is specifically about refugees but will be taken forward in a broader context of migration policy for London. It covers 7 service areas: housing, employment, skills and enterprise, health, community safety, children and young people, community development and participation, and English language learning. In order to deliver this strategy, link bodies will be established in each of the seven service areas and it is anticipated that the lead for each link body is a member of the LSMP Board . The role of the link bodies is to:

• oversee the implementation of the strategic actions within the strategy and monitor its progress;
• develop the work on migration and asylum reception and
• inform the partnership and policy makers of the impact of national immigration policy on London

It is expected that the link bodies will gather evidence, information and data and share good practice with the partnership and communities.
