Summary

This report contains a summary of reports received by the sub-committees of Strategic and Operational Policing Committee.

A. Recommendation

That the report be received.

B. Supporting information

1. At each meeting of the Strategic and Operational Policing Committee Authority members will receive a report on its sub-committees instead of the minutes. Part 1 minutes will be available on the website, and exempt part 2 minutes are available to members only, on request.

2. This report covers the following meeting:

• Professional Standards Cases Sub-Committee – 19 November 2009.
• Counter-Terrorism and Protective Services Sub-Committee – 26 November 2009
• Olympic /Paralympic sub-committee - 3 December 2009
• Olympic/Paralympic sub-committee - 14 January 2010

Professional Standards Cases Sub-Committee – 19 November 2009.

• Police Reform Act 2002 (exempt)
  The Sub-Committee considered a report on matters relating to an officer under the Police Reform Act 2002
• Police Pensions Regulations 1987(exempt)
  It was resolved to apply to the Home Secretary for a certificate of forfeiture under Police Pensions Regulations Act 1987.
• Complaint against an ACPO officer (exempt)
  The Sub-Committee resolved that a complaint was not a recordable conduct matter.
• Complaint against an ACPO officers (exempt)
  As the officers concerned were no longer serving police officers there remain no further matters to be finalised with regard to the MPA’s referral.
• Complaint against a ACPO officer (exempt)
  The Sub-Committee resolved that a complaint was not a recordable conduct matter.
• Complaint against an ACPO officer (exempt)
  The Sub-Committee resolved that a complaint was a recordable conduct matter and that complaint be considered under local resolution
• Complaint against an ACPO officer (exempt)
  The Sub-Committee resolved that a complaint was not a recordable conduct matter.

Counter-Terrorism and Protective Services Sub-Committee –26 November 2009

• Specialist Operations update – Diversity Report
  Members received a report on the actions and activities that had been undertaken to increase the number of BME officers in the Directorate. As part of the discussion members also sought comment on gender issues and were provided with details and initiatives on improving the composition of female staff within the Directorate.
• Performance update (Exempt)
  Members received a report that provided a performance update on the ‘Prevent’ strand of the MPS counter – Terrorism. It was noted that the Prevent Strand was being led by SO15.
• Performance update – MPS use of Section 43 and 44 (Exempt)
  A report was considered that provided members with an update on Section 43 and 44 of the Terrorism Act 2000. This included an update on a tactical review.
• Special Operations Financial management information (Exempt)
  The Sub-Committee received and noted a report on the content of Special Operations financial information pack, based on actual spends to the end of September 2009.
• Specialist Operations Management Information
  A report was received that provided an update on Specialist Operations performance against performance plan targets.

Olympic /Paralympic sub-committee - 3 December 2009

• Revised Timetable For Olympics’ Business Case Submission To The Mpa
  The sub-committee received a report detailing the timeframes for circulation of Olympics business cases to the sub-committee through to April 2010. The paper highlighted the complexities of the business cases, the reliance on receiving specifications from the Home Office and the timing of the Olympic Security Directorate Programme Boards as factors which contribute to a challenging schedule for the sub-committee.
• Business Case: Site and Venue Security (OSSU)
  The sub-committee discussed on the Olympic Site and Venue Security business case which seeks approval to gradually increase the policing support unit on the Olympic Park and the Control Zone in Stratford to reflect the growing complexity of the Olympic site as it is constructed and the need for increases in staffing to match the appropriate level of security for the appropriate time.
• Business Case: Explosive Search Dogs
  The sub-committee discussed Explosive Search Dogs business case which seeks approval to expand the MPS Dog Support Unit to meet Olympics demand. The business case addresses a national shortfall of search dogs required to address the enormous challenge of searching Olympic sites as well as other venues frequented by the large contingent of VIPs expected during Games Time.

In both items dealing with business cases, the committee identified a preferred option. These were sent to Finance and Resources Committee for ratification.

Olympic /Paralympic sub-committee - 14 January 2010

• Chair’s Update
  The Chair advised there had not been a Home Office Olympic Security Board meeting since the last sub-committee meeting. During discussions the Chair suggested a brief summary report which captured any significant Olympics activities which occur between Olympic sub-committee meetings, be tabled at future sub-committee meetings.
• Olympic Policing Coordination Status Report Update
  The sub-committee was briefed by AC Allison on Olympic policing activities and issues which had arisen since the last sub-committee meeting.
• Business Case: Olympic Control Infrastructure
  The sub-committee was briefed on the Olympic Control Infrastructure business case which seeks funding to enhance London’s strategic policing infrastructure to manage increased policing coordination activities in the lead up to and during the Olympics and Paralympics.

The Sub-committee approved the recommendations of the report, with a minor technical amendment, and submitted it to Finance and Resources Committee for ratification.
