Summary

This report presents a brief overview of current key MPA actions and initiatives that fall within the remit of the CDO committee.

A. Supporting information

Death of Damilola Taylor

I have been personally involved, with the local church Pastor of the family, in providing support and advice to Mr and Mrs Taylor and their children following the tragic loss of their son.

I have attended local community meetings, and sought to work with local church leaders to explore ways in which the MPA, through this Committee, can assist in addressing such local community issues. Cecile Lothian, a member of this Committee was personally briefed about the issues surrounding the death of Damilola by the borough Commander for Southwark. She was also invited to ‘phone-in’ programme on Choice radio about the MPA’s role in local policing matters such as that faced by Peckham.

Other CDO Committee members and I have taken part in the memorial service and the community march that took place on Saturday 9 December in Peckham.

Notting Hill Carnival

My deputy, Cindy Butts, Nicholas Long and I, along with MPA officers and representatives from the Greater London Authority (GLA) met with members of the Notting Hill Carnival Trust at New Scotland Yard earlier this month. The purpose of the meeting was to explore ways in which the MPA can continue to support and assist the Carnival Trust in ensuring that Carnival 2001 was supported by the police to minimise the public safety risk that can be attributed to the continuing increase in visitors to the festival.

The GLA is in the final phase of its review of the Notting Hill carnival and the outcome of this is likely to be available in the early part of the new year.

In addition to the above, Cindy Butts and I have held further meetings with Ms Claire Holder, Chief Executive of the NHC Trust, and we propose to continue holding such meetings.

PCCG’s

I and other members of this Committee have attended numerous meetings with PCCG’s, both in our local and ‘Link’ boroughs, as well as the London wide meetings for PCCG Chairs to either discuss or seek to explain the MPA draft proposals on the future of PCCG’s.

Mr and Mrs Lindo

The MPA was instrumental in seeing that the MPS undertook an internal review of the case of Mr and Mrs Lindo. Since then, Assistant Commissioner Tarique Gaffore has personally briefed me on the impending outcomes of the report into the case. The MPA Chair is in receipt of the report and discussions are underway on the publication of the report.

Roger Sylvester

Richard Sumray, Chair of the MPA Professional Standards and Performance Monitoring Committee is undertaking a review of the police handling of this case. I have been involved in various levels of discussions.

Gurpal Virdi

The Inquiry is now underway. The Panel will be seeking to meet with key individuals and organisations to take evidence, on those areas defined in the Terms of Reference, that will assist in the drafting of the Inquiry report for the MPA’s consideration.

B. Recommendation

There are no recommendations to this report.

C. Financial implications

There are no financial implications to this report that are not addressed elsewhere by MPA Officers.

D. Review arrangements

There will be regular Chair’s update report at each CDO Committee.
