Summary

This report is presented to inform the Committee of the actions required to progress the report on 'MPA relationships with the MPS and other external bodies' following the issues raised and suggestions made by members at the full Authority meeting on 12 October 2000.

A. Supporting information

1. The MPA will wish to make contact with a range of organisations, groups, and individuals. Much of this is already under way.

2. At the full Authority meeting on 12 October, a paper was presented which outlined a range of organisations and groups (MPS and external) that the Authority may wish to develop and maintain relationships with. These organisations were split into three categories: MPS boards/committees, staff associations and external bodies. The report and its appendices - see Appendix 1.

3. In their consideration of the paper, members raised a number of points and proposed a range of issues that they felt needed to be addressed in a further draft. These included:

  • inclusion of other external bodies, such as the business community, the Police Foundation and Trident Independent Advisory Group;
  • the MPA Chair, Other Chairs and members already have contact with key groups taht could be added to the list;
  • further analysis of the type and nature of the relationship that the MPA may wish to establish or maintain with associations or external bodies;
  • clearly developed proposals and guidance for member interface with associations and external bodies;
  • development of a formal process for members to inform and appraise the Authority of contact and outcome of such contacts.

Current status

4. Officers will require more time to address the changes see Appendix 1 already requested by the full Authority. However, in the meantime the full Authority requested that the paper be submitted to the Chair’s Co-ordination and Urgency Committee to allow the Authority’s relations with these three categories of organisations to be looked at in more detail by members. The full Authority also agreed to recommendation 2 from Appendix 1 - Endorse the lead responsibility of the HR Committee for the MPA’s formal relations with MPS staff Associations/trade unions.

Action required

5. The Committee is asked to review the list of MPS boards/committees, staff associations and external bodies in Appendix 1 in more detail in order to identify further amendments to the list that they would wish to make.

B. Recommendations

  1. That members review and agree recommendations 1, 3, and 4 from Appendix 1.
  2. That members agree further changes to the list of organisations described under the three categories covered in Appendix 1 and that an updated list be provided to reflect these and the changes required by the full Authority and submitted to the next meeting of this Committee.

C. Financial implications

There are no financial implications arising from this report.

D. Review arrangements

The list of organisations will be reviewed and updated as the work of the Authority continues.
