HMIC inspection of the MPS

Summary

This report updates members on various matters relating to the forthcoming HMIC inspection of the MPS.

A. Supporting information

Background

At the full Authority meeting on 28 July, members put forward suggestions for areas that warranted examination by HMIC during the forthcoming inspection of the MPS. The dates for the inspection have now been confirmed by HMIC as from 12 February to 2 March 2001. A timetable for the complete process - see Appendix 1.

Focus of the inspection

Information received from the MPS indicates that the focus of the inspection will be on “Impact of Policing in the MPS on the customer”. The inspection team is expected to focus on the following specific areas, among others:

  • core performance of the MPS;
  • management accountability and people management;
  • service delivery;
  • recruitment and retention.

In preparation for the inspection, HMI Povey has written to the Chairman saying that he would value the views of MPA members on any aspects of their responsibilities for policing arrangements in the MPS. He is keen that members should bring these to his attention before or at the meetings that have been scheduled to take place in December. Details of the meetings - see Appendix 2. Members are asked to confirm their availability for these meetings.

Members’ role in inspections

HMI Povey has invited up to three MPA members to accompany him and his staff during the Inspection, for any part of the programme. This can be for the full duration or specific aspects of the Inspection. The CCU Committee may wish to consider a process for identifying interested members to accompany the inspection team.

De-brief on inspection findings

HMIC will debrief MPA members on the key findings of the inspection on 20 March 2001. Mr Povey and his Staff Officers will make this presentation.

Interface with external organisations

HMIC has already informed a range of MPS departments, units and external organisations about the inspection and plans are under way to meet with a number of these organisations, including representatives of the GLA. The Committee may wish to offer views on who in the Mayor’s Office should be interviewed by HMI Povey, and on whether to recommend that a representative of the MPA (member or officer) should be present.

B. Recommendations

That members:

  1. note the timetable for the inspection;
  2. consider whether there are any preliminary views they would wish to offer HMIC, having regard to the focus chosen for the inspection;
  3. confirm their availability (or otherwise) for the pre-inspection meetings in December;
  4. determine a process for identifying interested MPA members to accompany HMI Povey on the inspection visits;
  5. note that MPA members will be briefed on inspection findings at a meeting on 20 March; and
  6. offer views on who in the Mayor’s office they think HMI Povey should see on 11 December, and whether an MPA representative should be present.

C. Financial implications

There are no immediate financial implications arising from this report.

D. Review arrangements

The CCU will be kept informed of any significant developments relating to the inspection.
