Summary

To seek nominations to the APA policy groups

A. Supporting information

This report seeks nominations from the MPA’s APA Plenary Members to sit on the six APA policy groups in order to become more fully involved in supporting policy development work through the APA. The MPA’s APA plenary members are:

  • Toby Harris
  • Richard Barnes
  • Graham Tope
  • R. David Muir
  • Rachel Whittaker
  • Richard Sumray

The six APA policy groups are:

  1. Best Value
  2. Partnerships (deals with crime reduction targets; youth, alcohol and drugs relationships; BCU/CDRP etc)
  3. Finance Issues
  4. Personnel Issues
  5. Ethnic Diversity
  6. Technology and Operational Policing.

The APA has reported that two MPA members have expressed an interest in joining two of the policy groups: R David Muir - Ethnic Diversity and Graham Tope - Finance.

From a continuity perspective, it might be logical that Rachel Whittaker, as Chair of Human Resources Committee, be nominated to the policy group on Personnel Issues, which would leave nominations required for Best Value, Partnerships and Technology and Operational Policing.

In addition to Plenary Members being considered to join these groups, consideration could be given to co-opting other members from this Committee. This would again help with continuity, and on this basis Nicholas Long could be asked to join the Technology and Operational Policing Group and Reshard Auladin to join the Best Value Group as co-opted members.

B. Recommendations

  1. That members be asked to agree nominations to APA policy groups.
  2. That consideration be given to co-opting other members of the Chairs Co-Ordination and Urgency Committee on to the APA policy groups in order to maintain continuity.

C. Financial implications

There are no financial implications arising from this report.

D. Review arrangements

The APA has not indicated a length of term of office for these positions. The MPA may wish to review membership of these groups after a year or when considering appointments to outside bodies at a future date.
