Summary

Her Majesty's Inspectorate of Constabulary published 'Calling Time on Crime' in July 2000. The MPS produced a response to this report. This paper asks the Committee to consider the MPS response and agree an MPA response.

A. Recommendation

To note and comment upon the Commissioner's response to 'Calling Time on Crime' and consider how the MPA itself should respond to HMIC on its report.

B. Supporting information

1. Between November 1999 and March 2000, Her Majesty's Inspectorate of Constabulary (HMIC) conducted a thematic Inspection of crime and disorder reduction following. Following this Inspection, HMIC published 'Calling Time on Crime', a report focusing on how central government, the police service and its partners in general in England and Wales, are working together to reduce crime and disorder. The introduction of the Crime and Disorder Act and, with it, the creation of statutory partnerships emphasised the view that crime reduction can only be sustained by multi-agency approaches. The main aim was to examine how police forces and partners were embracing earlier HMIC and Audit Commission reports on crime reduction and community safety. In doing so, the Inspectorate considered the extent to which the Crime and Disorder Act was being implemented and the support provided by both central and regional government to this activity.

2. HMIC invite responses to its thematic reports. Since thematic reports are not force specific, the MPA is not obliged respond. However, the Commissioner has produced a response (see Appendix 1) and submitted this to HMIC. Committee is asked to consider a form of a response to the Commissioner's response to submit to HMIC.

Proposed response

3. It is proposed that the MPA response supports the MPS's work in relation to community safety partnership activity as outlined in the Commissioner's response and secondly states that the MPA will seek to support the MPS in further developing this work as well as considering its own responsibilities and role as referred to in the Inspectorate's report.

4. It should be noted that the Consultation, Diversity and Outreach Committee has an interest in the themes covered in 'Calling Time on Crime' and has asked for further reports on how the MPA should address its issues.
